Controlled/Restricted forms of English
Controlled or restricted forms of English have been developed for a variety of purposes, including international communication, technical documentation, language teaching and human-computer interaction. Although they differ in scope and philosophy, they all limit vocabulary, grammar or style in order to achieve greater clarity, consistency or ease of learning.
One of the earliest and most influential was Basic English, developed by Charles Kay Ogden during the 1920s. Basic English reduces the core vocabulary to 850 words, supplemented where necessary by specialist lists. Ogden intended it as an international auxiliary language that would be much easier to learn than full English while remaining capable of expressing almost any idea through paraphrase. For example, instead of using the verb purchase, a Basic English writer would say make a purchase or buy, depending on the available vocabulary. Although Basic English attracted considerable attention and supporters such as IA Richards and, for a time, Winston Churchill, it never became the international language Ogden had envisaged.
Special English, developed by the Voice of America in 1959, is another well-known restricted variety. It was designed for international radio broadcasting to listeners whose first language was not English. Programmes are read at a deliberately slower pace, using a vocabulary of about 1,500 words and relatively simple sentence structures. Unlike Basic English, it was intended primarily as a broadcasting style rather than a complete language system. It is now known as Learning English but retains many of the same principles.
The best-known controlled language in technical communication is ASD Simplified Technical English (ASD-STE). Originally developed for the aerospace industry, it combines a restricted dictionary with approximately sixty writing rules governing grammar, vocabulary and style. Its purpose is to eliminate ambiguity, improve safety and facilitate translation in maintenance manuals and other technical documents. It has since been adopted in sectors such as defence, rail transport, energy and manufacturing.
A related but distinct example is Caterpillar Fundamental English (CFE), developed during the 1970s by the Caterpillar equipment company. CFE limited writers to roughly 800 approved words, each with a single authorised meaning. Unlike Basic English, it was intended solely for writing service manuals that could easily be translated into many languages. CFE influenced the later development of ASD Simplified Technical English but has largely been superseded by it.
Several other industrial controlled languages have been created for specific organisations. Ericsson English, for example, was developed for telecommunications documentation, while IBM's Controlled English established rules for writing software and hardware documentation. Although these systems differ in detail, they generally promote short sentences, consistent terminology, avoidance of idioms and careful control of grammar.
Controlled English has also been developed for interaction with computers. One important example is Attempto Controlled English (ACE), created at the University of Zurich. ACE is designed so that sentences can be interpreted both by humans and by software. A sentence such as Every customer who places an order receives an invoice has a precise logical interpretation that can be converted automatically into formal representations. This makes ACE useful for writing specifications, knowledge bases and semantic web applications.
Another example from computing is CLCE (Common Logic Controlled English), which serves a similar purpose by allowing logical expressions to be written in a form resembling ordinary English while remaining formally unambiguous.
Some controlled languages are designed primarily for machine translation. The Multinational Customized English (MCE) system, developed by Xerox, sought to improve the quality of automatic translation by restricting vocabulary and syntax. Other multinational companies have adopted comparable house styles that simplify translation and reduce localisation costs.
Outside industry, restricted English has been used in education. Plain Language and Easy Read are not controlled languages in the strict sense because they do not prescribe a fixed vocabulary, but they simplify grammar, sentence structure and document design to improve accessibility. Easy Read, in particular, combines very simple language with illustrations to assist readers with learning disabilities or limited literacy.
A rather different class of restricted English is represented by air traffic control phraseology and maritime communication phrases. Pilots and air traffic controllers use a highly standardised form of English specified by the International Civil Aviation Organization, while seafarers employ the International Maritime Organization's Standard Marine Communication Phrases. These systems are not complete varieties of English but carefully controlled sets of expressions intended to prevent misunderstanding in safety-critical situations. Their vocabulary and grammar are deliberately constrained so that instructions are interpreted consistently regardless of the speakers' native languages.
These examples illustrate that controlled English is not a single concept but a family of related approaches. Some systems, such as Basic English, were intended to simplify the language itself for international communication. Others, such as ASD Simplified Technical English and Caterpillar Fundamental English, were developed to improve technical documentation. Still others, such as Attempto Controlled English, were created so that computers as well as humans could interpret the language accurately. Despite their differing objectives, all share the fundamental principle that limiting linguistic freedom can produce gains in clarity, precision and consistency.
